Usually it get fixxed by either cache file or some things your pc was missing, but when its working with mods it should definetly be the cache files (mods create their own).Even if you done it, nevertheless, go to Steam / steamapps / common / Victoria / map / cacheand delete only the time file, then start the game over v2game.exe @ Victoria II folder. If that doesnt work, delete all the files in the cache folder (for some people one thing works, for some the other. Thats the idea of this 'exercise').Otherwise you might check Documents / Paradox Interactive / Victoria II if there is also a map / cache. If so proceed as above. I didn't delete the cache folder files in the Documents / Paradox Interactive / Victoria II path before, I think that's why my game wasn't working.
