This isn't exclusive to Steam either (B+M stores also have shitty return policies).The only two platforms that have a good return policy are GOG (which will refund any game for technical issues, such as being unplayable and are generous with refunds in general otherwise) and ironically enough Origin for EA games (full refund for any EA game for any reason within 24 hours). I can sort of see why, though. With some triple-A titles lasting 8 hours people could easily play the entire game through in a 24 hour period and then return it after beating it more often than not. Sure, Steam could check your play time, but that would require extra work on their end and would probably just not be worth the hassle for the sheer amount of returns they'd get.It's more of a problem with the industry making it so you can get everything out of a game in that first 24 hours, I think. I heard a quote from someone over at Nintendo who said something to the effect that they didn't worry about used game sales because they try to make their games so that nobody would want to sell them in the first place since they have such high replay value, and if they don't do that then they've failed.
I'd like to see more developers take that sort of stance with their games, but it probably won't happen.I think with B&M stores the draconian policies are more of a holdover from cassette and CD return policies. It was so easy for someone to buy one, take it home and copy it, then try to return it the same day for a refund. That policy then sort of stuck to video games as well since people were already used to it being in place.
